As global conflict flourishes, technological advances have dramatically changed the economics of geopolitical conflict. During recent years, U.S. government agencies have invested heavily in facial recognition, fingerprint databases, investigative tools that provide for searching through gigabytes of text messages, email data, similar files, and the unlocking of phones. Other significant technological developments are now on the horizon and promise additional disruption. Many of these technologies fall into the hands of multinational criminal organizations and deployed against entities conducting international business. These are the issues and topic of this paper.
