Debates on artificial intelligence (AI) safety are frequently framed as a binary choice between stringent regulation and open-ended deregulation. However, both regulatory and free-market approaches typically rely on centralized decision-making structures that scale sub-linearly relative to the increasing complexity of AI risks. As AI systems and stakeholders proliferate, the space of potential misalignment pathways expands at a super-linear rate, rendering traditional governance approaches increasingly ineffective. This paper argues that the long-term safety of AI necessitates the integration of decentralized collective intelligence (DCI). If DCI is defined as a system capable of scaling processing non-linearly with participant engagement, then its functional characteristics are essential to address the exponentially growing safety challenges that centralized approaches cannot adequately manage. The regulationderegulation dichotomy stems from two distinct cognitive biases-consensus-driven reasoning (System 1) and logic-based reasoning (System 2)-each of which can be adaptive or maladaptive depending on context. Without decentralized mechanisms that enable groups to dynamically transition between these biases, societies risk entrenching polarization, impeding cooperation, and delaying effective AI safety measures. This paper explores how collective intelligence frameworks can mitigate epistemic bottlenecks, facilitate the discovery of rare but transformative AI safety insights, and enhance problem-solving capabilities beyond current regulatory paradigms. The implications for AI alignment, governance, and risk mitigation suggest that decentralized intelligence systems will be crucial for sustaining AI safety in the long term.
